Popular Off-Roading was published by Challenge Publications, and it was a re-titling of O.R.V.. Numbering continued from its predecessor, and the staff was largely unchanged with Ed Schnepf as the publisher and editorial duties handled by Brian Brennan.
The title was changed to more directly communicate the editorial intent of the publisher. Content continued with driving impreessions, some how-to tips, product reviews, off-road race coverage and travel adventure stories.
